MINUTES State Mapping Advisory Committee (SMAC) Annual Meeting 9:30 AM; February 20, 1997 Nevada Bureau of Mines and Geology University of Nevada, Reno Campus SEM Room 401, Conference Room Reno, Nevada 89557-0088 OPENING REMARKS by Jon Price, Chairman Welcome and Introductions. 19 people in attendance. OLD and NEW BUSINESS: Report on the 7th Annual Nevada State GIS Conference hosted by the Nevada Geographic Information Society (NVGIS), Nevada Chapter, URISA, by Lorri Peltz-Lewis, conference committee chairman. 240-250 people attended this years conference. Low turnout was due to time of year, conflict with first week of legislature, and poor weather. Date may change next year. Kyle Anderson, with Washoe County, is the new vice-president/president elect of the Nevada URISA chapter, which is now responsible for hosting the annual conference. The chapter will be hosting a GIS workshop in Elko sometime over the next two years, and the next Annual State Conference will be in Las Vegas. Report on the SMAC Geographic Information Systems Subcommittee. Ron Hess, Nevada Bureau of Mines and Geology. The original goal of this subcommittee was to host the Annual Nevada State GIS Conferences. This mission has now been taken over by the Nevada Chapter of URISA (NVGIS). It was decided to disband the GIS subcommittee until a new mission or missions arose that would require reinstating the subcommittee at which time new members would be appointed. Announcement of proposed Digital Elevation Model (DEM) Co-op by Mark O'Brien, Bureau of Land Management. Mark is putting together a group of agencies to cooperate on funding the completion of DEM coverage over Nevada and upgrading lower resolution DEMs within the State. The cooperative cost is approximately $84,000, and he is making good progress towards this goal. Any parties interested in participating or assisting in this project should contact Mark O'Brien at (702)785-6440. Announcement of USGS FGDC 1997 CCAP. Ron Hess, Nevada Bureau of Mines and Geology. The USGS FGDC 1997 CCAP cooperative funding program is designed to help strengthen or develop statewide or regional geographic information coordination councils. This grant can award up to $6,000 (with 25% in matching funds) for development of a State or regional Geographic Information Council (GIC). Application deadline March 6, 1997. This proposal was discussed and the GIS subcommittee (disbanded earlier) was reconstituted to put together an appropriate proposal in response to CCAP for the purpose of examining the potential of and/or recommending the formulation of a more formal Nevada State Geographic Information Council. Members assigned to the GIS subcommittee are Kyle Anderson with Washoe County; Chairman, Ron Hess with NBMG; Executive Secretary, Lorri Peltz- Lewis USGS-WRD, Mark O'Brien BLM, Kristin Gerhart NRCS, Terri Brozovich NDOT, Laura Helsel NDEP, and Art Erenberg Southern Nevada Water Authority. Framework organizing committee announcement by Kyle Anderson, Washoe County. Kyle is trying to develop a Framework Data Group and is interested in finding other interested participants. It was decided to have the GIS subcommittee look at how a Nevada State GIC would relate to the FGDC Framework initiative and, if possible, assist in further development of a Framework initiative with Washoe County and other interested parties in the area. USGS NATIONAL MAPPING DIVISION PROJECTS IN NEVADA: USGS National Mapping Division not in attendance. Update review by Ron Hess. Digital Raster Graphics (DRG) Maps for Nevada will be completed by mid 1998. Work on DEMs and DOQs is ongoing in the Humboldt Basin as part of last years DOI high priority request. There was discussion on the difference between core level and standard DLG data sets. DLG core data costs less to acquire, carries fewer elements, and may impact future published maps. Questions concerning inaccuracy of existing DLG data were raised - specifically in relation to 100k roads and PLSS DLGs. There was a question on whether DRG CDROMs will remain on the standard library depository distribution list. Ron Hess suggested that SMAC forward a request to the USGS National Mapping Division to put the Nevada 100,000 scale Digital Elevation Model (DEM 2 ARC Second files) data on the Internet for direct public access. This will complement the other Nevada 100k data layers that are currently available online. It was agreed that this request should be made and that the USGS should expedite this action. AGENCY MAPPING PRIORITIES FOR 1997-98: This session developed and prioritized a list of Federal, State, and Local agency mapping needs that represents areas in Nevada that have priority mapping requirements based on a multiple agency needs assessment. This priority list follows: ========================================================================= PRIORITY NUMBER 1 AREA & DATA REQUIRED: Completion of Digital Orthophoto Quads (DOQs) and Digital Elevation Models (DEMs) over the Humboldt Basin, Nevada. This is a continuation of last years request. AGENCIES WITH REQUIREMENTS IN THIS AREA: U.S. Geologic Survey - Water Resources Division, U.S. Geologic Survey - Geologic Division, Bureau of Land Management, U.S. Forest Service, U.S. Bureau of Reclamation, Bureau of Indian Affairs, Nevada Department of Transportation, Nevada Bureau of Mines and Geology. APPLICATIONS: Water resource management, environmental monitoring/planning, ecosystem management, hazardous material accident response, flood response planning, transportation safety, monitoring impact of grazing, mapping update, mineral resource assessments, and mine land inventory. This project would utilize current (1994) existing NAPP photography. ========================================================================= PRIORITY NUMBER 2 AREA & DATA REQUIRED: Completion of Digital Orthophoto Quads over part of Northwestern Nevada, including Lyon, Douglas, Mineral, Carson, and Southern Washoe Counties. This includes the Truckee, Carson, and Walker River systems. AGENCIES WITH REQUIREMENTS IN THIS AREA: U.S. Geologic Survey - Water Resources Division, Natural Resources Conservation Service, Bureau of Land Management, Bureau of Indian Affairs, U.S. Bureau of Reclamation, Washoe County Department of Comprehensive Planning, Nevada Department of Transportation, Nevada Bureau of Mines and Geology, local City and County Agencies. APPLICATIONS: Land use planning in and around rapidly developing urban centers, emergency flood response, soil survey field mapping support, farm and ranch planning, water resource management, environmental monitoring/planning, ecosystem management, hazardous material accident response, transportation safety, and mapping update. This project would utilize current (1994) existing NAPP photography. ========================================================================= PRIORITY NUMBER 3 AREA & DATA REQUIRED: Digital Orthophoto Quads, Digital Line Graphs for Public Land Survey, Transportation, and Hydrographic features over the Virgin River Basin and Pahrump Valley, Clark and Nye Counties, Southern Nevada and completion of Digital Raster Graphics over Clark County, Nevada. AGENCIES WITH REQUIREMENTS IN THIS AREA: U.S. Geologic Survey - Water Resources Division, U.S. Geologic Survey - Geologic Division, Bureau of Land Management, Nevada Department of Transportation, Nevada Bureau of Mines and Geology, U.S. Geologic Survey - National Biological Survey, Southern Nevada Water Authority, Clark County Geographic Information Systems Management Office, Local and County Agencies. APPLICATIONS: Land use planning around the fastest developing urban center in the Country, water resource management, environmental monitoring/planning, ecosystem management, hazardous material accident response, transportation engineering/safety, and mapping update. This project would utilize current (1994) existing NAPP photography. ========================================================================= PRIORITY NUMBER 4 AREA & DATA REQUIRED: Digital Orthophoto Quads for all Wilderness Study Areas (WSA) in Nevada. AGENCIES WITH REQUIREMENTS IN THIS AREA: U.S. Geologic Survey - Water Resources Division, U.S. Geologic Survey - Geologic Division, Bureau of Land Management, Nevada Bureau of Mines and Geology, U.S. Geologic Survey - National Biological Survey. APPLICATIONS: Land use planning and boundary definition in support of U.S. Bureau of Land Management mission and to support Congressional Legislative initiative to define Wilderness Areas in Nevada. Ground water resource management, environmental monitoring/planning, ecosystem management, and mapping update. This project would utilize current (1994) existing NAPP photography. ========================================================================= CONCLUSIONS AND RECOMMENDATIONS: The committee decided to adopt and forward the above listed priorities to the U.S. Geological Survey - National Mapping Division as Nevada's 1997 State Mapping Advisory Committee A16 request. This list will also be forwarded to all other affected U.S. Department of Interior Agencies to be included in their A16 request packet. The USGS National Mapping Division is also requested to immediately place the Nevada 100k DEMs (2 arc second data files) on the Internet as soon as possible. We believe that the mission and goal of the USGS-NMD is to make available all 100k digital data sets via the Internet. To expedite this process the Nevada Bureau of Mines and Geology has supplied space on a local server to house the Nevada 100k DRGs. The 100k DEMs have been complete for two years and have not been placed on the USGS ftp site or web home page. We believe this to be an inordinately long period of time and would like to see them made available as soon as possible. This would allow complete access to all 100k scale DLG, DRG, and DEM data layers for Nevada via the internet. ADJOURNMENT: If you have questions please contact Ron Hess at (702) 784-6691 Ext. 121.
